Microsoft released the Developer Tools for Windows Phone recently.  With the recently available download you get XNA Game Studio 4.0, Visual Studio 2010 Express (for Windows Phone) and Silverlight (for Windows Phone) and the Windows Phone Emulator.   What this means is programmers now have a great opportunity to start working on some incredible (we hope) applications for the upcoming Windows Phone release.

Waiting for an upgrade to Windows Phone 7?  It’s all going to depend on OEMs at this point.  According to Microsoft, they are planning on allowing OEMs to offer upgrades to qualifying devices if the provider so wishes.  The device that comes to mind immediately following this news is the HTC HD2.  It is well known HTC has plans to upgrade the HD2 to Windows Phone 7, now it’s just official that OEMs will have the option to upgrade certain devices if they so choose.
